[D28_community] contents of D28_community Digest, Vol 54, Issue 2 Pam Jones' letters

There's a comment that an attachment was scrubbed.  Perhaps the 
attachment would clear it up, but I can't make any sense out of the 
message.  How is "help available"?  It looks like there should be 
information included at the ellipses.  What happens that's different if 
I pay a deposit of $200 at a TLI and in full by 3/15??
